Singapore to build wind farm in Kazakhstan

Kazakhstan’s Alpha Wind, owned by Singapore-based Pluto Renewable Energy Investment Pte Ltd., has secured a bid to construct a 100-megawatt (MW) wind power plant (WPP) in the Kostanay region. The announcement was made by Korem JSC, Kazakhstan’s operator of the centralized electricity trading market and the auction organizer.

According to Korem, on Nov. 15, 2024, auctions were held to select projects for WPPs in the Northern Zone of the Unified Electric Power System of Kazakhstan, with a total installed capacity of 100 MW. The winning bidder was Alpha Wind LLP, with an installed project capacity of 100 MW at an auction price of KZT12.33 (approximately $0.025) per kilowatt-hour (kWh), excluding VAT.

Seven companies participated in the auction, submitting 23 price bids during the trading session, amounting to 700 MW. The Ministry of Energy of Kazakhstan had set a maximum auction price of KZT22.68 ($0.046) per kWh for the 2024 WPP selection. However, competitive bidding reduced this rate to KZT12.33 per kWh.

On Nov. 14, Korem held an auction to select projects for the construction of small hydroelectric power plants (HPPs) with a combined installed capacity of 20 MW. Five companies participated in the auction, submitting 11 bids with a declared capacity of 23.23 MW.

The auction resulted in a slight decrease from the starting price of KZT41.23 per kWh, excluding VAT. Smart ReEnergy, a renewable energy producer owned solely by Kyzzhibek Ryszhanova, secured the rights to build two HPPs, each with a capacity of 1 MW, with prices at KZT38 and KZT40.01 per kWh, respectively.

Koksu Kuat was awarded the contract to construct a 4.2 MW HPP at KZT39.99 per kWh. The company is co-owned by Koksu Hydro Power and Nurgudir Kerimbekov. Koksu Hydro Power is part of the Energomost group, which specializes in power line construction and telecommunications services and is solely owned by Anuarbek Orazbekov. Rielt Komfort, owned by Maigul Baimenova, is also a shareholder in Koksu Hydro Power and specializes in real estate transactions.

The Karatal Cascade HPP company will construct the largest project from this auction, a 9.9 MW HPP, at KZT40 per kWh. The sole owner of Karatal Cascade HPP is Energia Zhetysu, a parent company owned by Valentina Komarova, Yevgeni Nemytov, Vadim Nemytov, Yelena Viktorovna Sycheva, Yelena Valeriyevna Sycheva and Zhanna Sailibekova. Energia Zhetysu’s affiliated company had previously won contracts to build HPPs with capacities of 18.5 MW and 26 MW.

Electrical Energy, a company specializing in electricity sales, will construct a 1 MW HPP at KZT41.17 per kWh. Electrical Energy is owned by Stabfond, a firm engaged in real estate management and leasing, whose owners are Aitusyn Tulemisova and Assylbek Tulemisov.

Turan Energy, owned solely by Kanat Tulegenov, will oversee a 2.2 MW HPP project at KZT41.18 per kWh, excluding VAT. The company specializes in ensuring electric capacity readiness, load regulation and capacity reservation.
