Logistics mega hub set to be built in Kostanay

The construction of a new transport and logistics complex called Tobyl, valued at approximately $121.4 million, has begun in Kostanay, as reported by Primeminister.kz. The logistics hub will be integrated into international transport corridors, connecting China, Central Asia, Turkey, Iran, Afghanistan and Europe.
Once operational, the facility, which is planned to cover about 133 hectares within the city limits, will have the capacity to handle 11 million tons of cargo annually, providing jobs for 500 people, including logisticians, operators, IT specialists and service staff. The project is being carried out with the involvement of Kedentransservice — owned by the national railway company Kazakhstan Temir Zholy — and is supported by the Industrial Development Fund. Its completion is scheduled for 2027.
Authorities expect the hub to boost cargo turnover along the North Kazakhstan–South Ural route and toward China.
The complex’s territory will house terminals, warehouses, customs clearance, IT and service zones under the «all–in-one» principle. Furthermore, a digital system to track cargo in real time will be incorporated.
«New expertise, new jobs and new meaning for young people will appear here. This is a national project rather than a regional one, a growth catalyst for the entire country. It will strengthen Kazakhstan’s position in global supply chains, open new horizons for businesses, investors and people who want to grow and develop here, in their motherland,» Yermek Kosherbayev, Kazakhstan’s deputy prime minister, said during the project launch ceremony.
Aidyn Alimov, head of the Tobyl transport and logistics complex, highlighted that the new hub will create conditions for reducing logistics costs, developing export-oriented production, attracting investments in the processing sector and establishing new industrial facilities.
In Q1 2025, transit traffic through Kazakhstan accounted for 16.8 million tons, marking a 4% year-on-year increase. The launch of Tobyl is expected to boost these figures in the upcoming years.
In February, Kursiv.media reported that the Kostanay region anticipated three automotive manufacturing plants by 2026, including a Kia car manufacturing plant, a truck main gear production facility and a vehicle component plant.
