New National Holding Appears in Kazakhstan
New national holding QazBioPharm is going to support biological safety, sustainable development and improvement of biopharmaceutical market infrastructure in Kazakhstan, according to the government decree, which has been published on the website adilet.zan.kz.
In the decree the government has determined the scope of responsibilities of the new holding as promotion of biopharmaceutical science and industry; meeting the needs of the state and society of biopharmaceutical products.
The authorized capital of the holding must be formed by shares of the Scientific Center of Anti-Infective Drugs which belonged to the government of Kazakhstan.
Also, the government has ordered the Committee of State Property and Privatization of the Ministry of Finance in conjunction with the Ministry of Health to complete all steps needed to register the new entity and do all the paperwork.
Besides this, the government has authorized the transfer of the Research Institute of Biological Safety Problems, the National Biotechnology Center and the Republican Collection of Microorganisms from the Committee of Science of the Ministry of Education and Science to the Ministry of Health. Now, the health system is going to be an authorized body for governing these entities.
The idea of establishing a new holding was announced for the first time in August. Back then the national entrepreneurs’ chamber Atameken reported that the Ministry of Health is going to create the national holding QazBioPharm that must consist of the Research Institute of Biological Safety Problems, the National Biotechnology Center and the Republican Collection of Microorganisms.
Until the decree was published there were three national holdings in the country – National Welfare Fund «Samruk-Kazyna,» Baiterek and KazAgro. The only beneficiary of these entities is the government of the Republic of Kazakhstan.
