In 2024, the 10 leading taxpayers accounted for 25.3% of all tax revenues in Kazakhstan, including contributions to the National Fund, the state budget and local government budgets. Among the leaders were oil companies and major banks, according to the Energy Monitor channel on Telegram.
Among the largest taxpayers in Kazakhstan:
- Tengizchevroil ($6.2 billion) is the largest oil company in Kazakhstan, controlled by international giants Chevron and ExxonMobil. The company operates the Tengiz field and is an important contributor to the national economy.
- Karachaganak Petroleum Operating (KPO, $2.3 billion) is the operator of Karachaganak, one of the largest oil and gas fields in the world. KPO plays a crucial role in ensuring Kazakhstan’s energy security and is one of the leading investors in the national oil and gas industry.
- Mangistaumunaigas ($620 million) is a Kazakhstani oil company operating in the Mangystau region. It manages several oil fields and makes a significant contribution to the state budget through oil exports.
Other major taxpayers include:
- Halyk Bank — $509.8 million
- Central Asia–China gas pipeline — $458.8 million
- KAZ Minerals Aktogay (copper producer) — $438.4 million
- NCOC — $430 million
- Ozenmunaygas — $367 million
- Shymkent Oil Refinery — $365 million
- Embamunaygas — $340.5 million
Experts pointed out that the oil and gas sector remains the most important source of tax revenue for the state budget.
