Tokayev offers global security forecast, warns of AI risks

According to Kazakhstan’s President Kassym-Jomart Tokayev, global developments have lost their consistency and logic, while geopolitical upheavals have become increasingly unpredictable and are unfolding at an accelerating pace. He also pointed to a profound crisis of trust among key global players that has effectively paralyzed international institutions.

Paralysis of the UN Security Council and the rise of «middle powers»

The breakdown of the international system of checks and balances has primarily affected the United Nations, the president said.

«Countries, especially major powers, have essentially ceased to trust one another, which has had a detrimental effect on the work of the UN and its institutions. The UN Security Council has ceased to fulfill its mandated role of ensuring global and regional peace, stability, and security,» Tokayev emphasized.

Against this unfavorable backdrop, Tokayev believes that a shift in centers of influence is taking place. Regional international organizations and so-called «middle powers,» a group Kazakhstan considers itself a part of, are increasingly coming to the fore.

New risks for humanity: AI instead of nuclear arsenals

In his remarks, Tokayev also addressed emerging technological challenges that could reshape global security. He said the rapid pace of digitalization and the development of artificial intelligence (AI) are creating significant risks whose potential consequences even IT developers themselves cannot fully assess.

«For instance, there is a forecast that AI tools could replace nuclear weapons in the near future,» he added.

The president stressed that amid growing chaos and unpredictability in global affairs, Kazakhstan must maintain a balanced foreign policy and strengthen its domestic resilience.
