Singapore-based Changi Airports International (CAI) is entering the major infrastructure sector in Astana. The city’s administration, the Ministry of Transport of Kazakhstan and the Singaporean airport operator have signed a framework agreement on cooperation for the long-term development of the capital’s airport infrastructure.
Two areas of cooperation
The agreement formalizes cooperation in two key areas.
The first is the construction of a new airport in Astana. The project is being developed in line with President Kassym-Jomart Tokayev’s directive to establish an international aviation hub and strengthen the capital’s transit potential. Kazakhstan’s government has previously highlighted Astana’s potential as a major aviation hub connecting Asia and Europe.

The second area is the development of the existing Astana International Airport. The Singaporean side will participate in airport management, including operations and maintenance (O&M), as well as other operational activities.
The parties are currently working jointly to develop the partnership structure, agree on project terms and prepare the necessary documentation.
Changi’s international experience
Changi Airport Group is a Singaporean state-owned company that operates Changi Airport. In 2025, the airport recorded 69.98 million passenger movements and handled more than 2 million tons of air freight.
Changi Airport has been named the World’s Best Airport by Skytrax 14 times, including in 2025 and 2026.
CAI, a subsidiary of Changi Airport Group, manages the group’s international airport projects and brings experience from work with airports in more than 35 countries.
