China is tightening requirements for companies seeking export licenses for cars and motorcycles in 2027, according to the Ministry of Commerce. Applicants must provide evidence of overseas after-sales service networks and commit to fair competition in foreign markets. Companies that submit false information could face warnings, suspension or revocation of their export privileges.

Simply selling cars abroad is no longer enough

China began accepting online applications for 2027 vehicle export licenses on Sept. 30. Local commerce authorities will review applications before submitting them to the Ministry of Commerce.

Manufacturers must provide evidence of overseas after-sales service facilities, including company-operated service centers or partner repair shops. Required documents include cooperation agreements or contracts, business licenses or repair permits, photographs of facilities, information about maintenance equipment and staff qualifications, and records of spare parts logistics.

Some manufacturers must document at least 50 service locations

Under the existing classification system, Category 1 automobile manufacturers must provide information on at least 50 overseas service locations.

The rules are intended to ensure that manufacturers can provide maintenance and repairs for vehicles sold abroad, rather than simply ship vehicles to overseas markets without adequate after-sales support.

Export applicants must also submit an overseas compliance undertaking. They are expected to comply with fair competition rules, accurately report vehicle prices and avoid disrupting market order to gain an unfair competitive advantage.

What this means for Kazakhstan

The new rules do not introduce Kazakhstan-specific restrictions, nor do they indicate that Chinese cars will automatically become more expensive or less available in the country. It is too early to draw either conclusion.

However, Chinese manufacturers seeking to export vehicles in 2027 will need to meet the applicable licensing requirements and document their overseas after-sales service arrangements. This could add to the administrative burden for companies expanding into international markets.

According to the Ministry of Commerce, local commerce authorities must complete their initial reviews and submit applications to the ministry by Oct. 28, 2026.
