President Kassym-Jomart Tokayev discharged Minister of Ecology and Natural Resources Serikkali Brekeshev, Minister of Education Askhat Aimagambetov, Minister of Culture and Sport Dauren Abayev, Minister of Industry and Infrastructural Development Kairbek Uskenbayev and Minister of Justice Kanat Musin, according to the president’s press service.
On the same day, Tokayev signed the edict on the assignment of Zulfiya Suleimenova, Gani Beisembayev, Askhat Oralov, Marat Karabayev, and Azamat Yeskarayev as new ministers of ecology, education, culture and sport, industry and infrastructural development and justice, respectively.
Zulfiya Suleimeniva was born in 1990 in Aktobe. She graduated from Eurasian National University in Astana and the National Graduate Institute for Policy Studies in Japan. Suleimenova is a member of the presidential youth personnel reserve.
Over the years of her professional career, Suleimenova served as deputy director of the climate policy department under the Ministry of Ecology, Geology, and Mineral Resources. She was also a consultant for the U.N. Economic and Social Commission for Asia and the Pacific. From March 2022 until recently, she worked as vice minister of ecology.
Gani Beisembayev was born in 1969 in the Kyzylorda region. After graduation from Almaty State University, he worked as a Kazakh language teacher, school principal, and head of the educational department in the town of Kapshagai. Also, he served as President of Altynsarin Academy.
From March 2022 until the new appointment, he worked as vice minister of education.
Askhat Oralov was born in 1990 in Aksu. After graduation from the Eurasian National University, he served in the Zhas Otan organization under the Nur Otan political party. He was the head of the youth affairs department in the Astana city administration, deputy head of the Pavlodar region, vice minister of information, deputy head of Nur-Sultan (now Astana), and executive secretary of the Nur-Otan party.
Marat Karabayev was born in 1987 году. He graduated from the University of Warwick in the U.K. Throughout his career, Karabayev worked in the ministry of agriculture, ministry of industry, and infrastructural development and was a deputy head of the department of entrepreneurship in the South-Kazakhstan region.
In July 2021 he was appointed vice minister of industry and infrastructural development.
Azamat Yeskarayev was born in 1979 in Almaty. During his career, Yeskarayev worked in the Ministry of Justice in different positions. From 2014 to 2019 he was a deputy head of the legal department of the prime minister’s office. His last official position was head of the latter department.
President Tokayev has also appointed Galymzham Koishybayev new deputy prime minister. Before this appointment, Koishybayev served as head of the prime minister’s office.
At the end of 2022, President Tokayev announced staff changes in the cabinet structure. «I am going to make some staff changes in the cabinet in early January after consultations with the prime minister,» the president said. He noted that the current cabinet’s work speed was too slow. Tokayev said that the cabinet is quite passive regarding critical issues for the country. The president wants the cabinet to increase its efficacy.
