Tajikistan targets energy independence by 2027

In his late December 2024 address to parliament, Tajikistan’s President Emomali Rakhmon announced the country’s goal to eliminate its energy deficit by 2027. This ambitious goal will be achieved through projects at the Rogun hydropower plant and a series of plants along the Vakhsh River. Rakhmon stated that these developments would enable the country to achieve complete energy independence, as reported by the Interfax news agency.

Rakhmon highlighted that nearly half of the Rogun hydropower plant’s construction has already been completed. Over the past two years, Tajikistan has allocated more than $820 million to the project from its state budget. To secure additional funding, the country is leveraging international investments, including soft loans and grants from organizations such as the World Bank, the Asian Infrastructure Investment Bank and the Islamic Development Bank. Total funding for the Rogun project is expected to reach $3 billion, with $1.14 billion provided in grants.

Alongside the Rogun project, Tajikistan is upgrading major hydropower plants, including Nurek and Kayrakkum, at a combined cost of approximately $630 million. The country is also building the Sebzor hydropower plant, a project estimated at $60 million.

President Rakhmon has directed the cabinet, energy agencies and involved companies to accelerate the implementation of all planned energy projects to meet the 2027 target.
