Kazakhstan’s Minister of Digital Development Zhaslan Madiyev and Advisor to the President of Kazakhstan Kuanyshbek Yessekeev have attended the Artificial Intelligence Action Summit in Paris, where they have met with many prominent specialists in the sphere of AI, including representatives from OpenAI and Meta, as reported by Kazakhstan’s Ministry of Digital Development, Innovations and Aerospace Industry.
International experts have highly rated Kazakhstani AI developments, the agency highlighted. For example, Chief AI Scientist at Meta Yann LeCun has praised the Kazakh language model KazLLM in his post on X.

LeCun is a developer of LLaMA — Large Language Model Meta AI, which has emerged as the foundation for most modern AI applications. Notably, KazLLM is built around its architecture.
During a conversation with LeCun, Madiyev reflected on Kazakhstan’s plans for developing AI not only within the country but also across the entirety of Central Asia.
«We are committed to continuing our cooperation with the Meta team to further improve KazLLM and enhance AI literacy, alongside developing the related infrastructure in Kazakhstan. I have also invited Yann LeCun to visit Kazakhstan and participate in the upcoming Digital Bridge event to strengthen our cooperation and discuss potential joint projects,» Madiyev said.
He has also met with top managers at OpenAI, including Sandro Gianella, the head of Europe and Middle East policy and partnerships, and Julie Lavet, EU member states and partnerships lead.
“The two sides have discussed the use of AI within the eGov system. Moreover, OpenAI experts were quite impressed with Kazakhstani IT developments and proposed holding a technical meeting with the company’s developers. Also, specialists talked about issues related to cybersecurity to prevent personal data leaks,” the agency said in a statement.
On top of that, Madiyev has met with Quentin Adam, the founder of Clever Cloud — one of the largest French companies specializing in cloud computing. They have discussed the potential establishment of a Clever Cloud R&D laboratory in Kazakhstan.
Furthermore, he has also held talks with Fei-Fei Li, professor at Stanford University and creator of ImageNet, the largest image database that has emerged as a foundation for modern computer vision technologies. Madiyev has also communicated with Serbian Minister of Science Jelena Begović. A delegation of Serbian officials intends to visit Astana to discuss further cooperation in the field of AI educational programs.
KazLLM is a large language model developed by the Institute of Smart Systems and Artificial Intelligence at Nazarbayev University. It supports Kazakh, Russian, English and Turkish languages, enabling it to perform translations, text summarization and other functions useful for analytical activities.
