Kazakhstani MPs push for stricter control over mentally ill after Astana incident

MP Askhat Aimagambetov commented on a high-profile incident in which a teenager attacked a five-year-old child in an elevator in Astana. The official proposed not only punishing the perpetrator’s parents but also reforming Kazakhstan’s neuropsychiatric services. The Mazhilis, the lower chamber of parliament, is already working on a draft law to address the issue.
According to Aimagambetov, the attack on the child was not just a tragedy but a sign of deeper systemic problems. He pointed out that the assailant was a mentally ill teenager.
«Simply punishing his parents won’t solve anything. We need a comprehensive approach that includes active case identification, monitoring and preventive measures,» the MP wrote on Telegram.
The former minister of education outlined five key steps to address the issue. First and foremost, he called for a reform of Kazakhstan’s neuropsychiatric services. He also stressed the need for better diagnosis and treatment of mental health issues among children.
Additionally, Aimagambetov emphasized the importance of developing rehabilitation programs, monitoring patients’ behavior and promoting awareness on how to care for individuals with mental illnesses.
The MP further proposed that neighbors and schools be mandatorily informed about any unstable individuals living nearby. He also suggested that authorities should actively monitor those registered with medical facilities for psychological disorders.
Aimagambetov stressed the need to enhance security in residential buildings by installing CCTV cameras in elevators, entrances and courtyards. He noted that these measures should complement stricter monitoring of aggressive individuals, who could be temporarily isolated if they pose a threat to those around them.
«I wish the young boy a speedy recovery and good health. We are already working on a draft law to improve psychological services. Security is not a matter of choice — it is our duty,» Aimagambetov stated.
On Feb. 11, Astana police detained a teenager who attempted to stab a five-year-old boy in an elevator. The child sustained severe facial wounds. According to authorities, the attacker was registered with a psychiatric facility. A criminal case has been opened against the teenager and an administrative case has been filed against his legal representatives.
The wounded boy underwent complex surgery. According to his mother, his condition remains serious, as his facial nerve and an artery were damaged. She is demanding the harshest punishment for the teenage assailant.
