Kazakhstan and CNPC ramp up oil production and refinery

Kazakhstan and China are strengthening their cooperation. The two sides plan to upgrade the Shymkent refinery. They have completed the first phase of modernization and intend to increase the refinery’s capacity to 12 million tons per year in the second phase.

To facilitate this process, the Ministry of Energy of Kazakhstan, KazMunayGas, PetroKazakhstan Oil Products and CNPC have agreed to sign a new agreement to begin expansion work.

Additionally, both sides plan to establish a joint venture to produce up to 1 million tons of carbamide per year to meet the needs of Kazakhstani farmers. The Chinese giant is expected to be the main partner in the project.

«In 2024, as part of this project, we carried out vital work, including selecting a strategic partner. This partner is CNPC, a well-known company with extensive experience in the petrochemical industry. Their involvement will help us replace imported nitrogen fertilizers and supply the domestic market with high-quality local products,» the Ministry of Energy said in a statement.
