Russia ranks among top 5 countries for projected wealthy emigration in 2025

Russia has entered the top five countries for expected millionaire emigration in 2025, with 1,500 individuals projected to leave, collectively holding an estimated fortune of $14.7 billion, according to the Henley Private Wealth Migration Report 2025.
Ranked exactly fifth in terms of millionaire outflow, Russia follows:
- The U.K. (-16,500; $91.8 billion)
- China (-7,800; $55.9 billion)
- India (-3,500; $26.2 billion)
- South Korea (-2,400; $15.2 billion)
Meanwhile, the United Arab Emirates, the U.S. and Italy are expected to see the highest net inflows of millionaires, with 9,800, 7,500 and 3,600 rich individuals arriving, respectively. These countries are attractive due to their favorable tax regimes, residency programs, and high living standards. Switzerland (+3,000) and Saudi Arabia (+2,400) also made it into the top five.

Some well-known rich Russians have recently moved to other countries. For example, Arsen Tomsky, founder of the ride-hailing unicorn inDrive, whose wealth was estimated at $920 million by Forbes as of January 2025, moved to Almaty, Kazakhstan, in 2022.
