Kazakhstan is developing a service that will allow foreigners to remotely register within the Astana International Financial Centre (AIFC) and establish businesses, Kazakhstan’s Minister of Digital Development, Innovations and Aerospace Industry Zhaslan Madiyev announced during a cabinet meeting.

According to the official, the project is being implemented via the QazETA mobile application, designed to facilitate foreigners’ stay in the country. The app is already available on Google Play, with its release on the App Store planned by the end of July.

The app already features several functions, including access to digital government services, visa processing, registration at the place of stay, hotel booking, ticket purchases and SIM card acquisition. QazETA will also allow users to receive information on investment opportunities and gain access to services from the Astana Hub and AIFC.

The launch of two new processes will mark a key update. These include ETA (Electronic Travel Authorization), designed to issue entry permits for citizens from countries Kazakhstan has visa-free regimes with and E-Residency. The latter will enable users to obtain electronic AIFC residency and open businesses in Kazakhstan without being physically present.

Madiyev highlighted that the solution is being developed in a similar fashion to the experiences of Estonia and Seychelles. The service is scheduled to launch this October.

Experts believe this measure could attract more international companies and investors interested in operating in Kazakhstan’s market, particularly in the IT and finance sectors.

Previously, First Deputy Minister of Internal Affairs Baurzhan Alenov stated that since the beginning of 2025, over 7.5 million foreigners have arrived in the country, marking a 600,000 increase year-on-year. At the same time, 90% of the arrivals are nationals of CIS member states.
