Emirati investors plan to invest $14 billion in new city in Kazakhstan

Talgar Development Ltd., co-owned by investors from the United Arab Emirates (UAE), plans to construct Talgar Eco City, a new urban development in the Almaty region that will house up to 180,000 people, according to regional authorities.

During a recent meeting with Almaty Region Gov. Marat Sultangaziyev, Talgar Development Ltd. Director Haissam Kaddura said the project will include residential neighborhoods, schools, medical facilities, shopping and entertainment centers, and green public spaces. He added that special attention will be given to environmental sustainability and the use of eco-friendly technologies.

Gov. Sultangaziyev emphasized that the project is of strategic importance for the region’s socio-economic development, noting that the new city will span 11.8 million square meters and accommodate 180,000 residents. For comparison, the existing town of Talgar has only 65,800 residents as of Oct. 1. The project also envisions advanced infrastructure using artificial intelligence, the creation of 36,000 jobs and more than $14 billion in investment.

Local authorities assured investors that they will receive all necessary support. The regional administration, for example, pledged assistance in building utility networks and developing external infrastructure as part of its Almaty agglomeration development program.

The project’s master plan was prepared by AE7, an international architecture and planning firm based in the UAE. In August, a joint venture — Talgar Development Ltd. — was registered at the Astana International Financial Center, bringing together Kazakhstan’s Dinar Holding Ltd. and Forty Four Degree Property Investment LLC (UAE).

According to eGov, Dinar Holding Ltd. is owned by Kazakhstani Raimbek Bakytuly and foreign nationals Abubakr Ahmed Abdelbagi Nourain and Haissam Kaddoura.
