Kyrgyzstan’s bold 2035 plan: Zero debt and an end to revolutions

Kyrgyzstan will fully repay its external debt by 2035 «without threatening the economy,» President Sadyr Japarov said in a recent address to the nation, in which he touched on several issues that have generated significant public attention.

No debt, no cry

Japarov noted that from 2020 to 2025, Kyrgyzstan repaid 285.4 billion soms (about $3.3 billion) in public debt, including 170.5 billion soms in external debt.

«We will completely get rid of our accumulated external debt by 2035, and without any particular difficulties,» he said.

He explained that this would be possible due to GDP growth and increased investment activity. The debt-to-GDP ratio now stands at 42%, down from a high of 84%.

Japarov emphasized that all new borrowing is being directed toward self-sustaining projects. These include the construction of the Kambarata hydropower plant, financed by a 50-year interest-free loan, and the China-Kyrgyzstan-Uzbekistan railway, which is being developed as a commercial partnership among the three countries.

No coups, no cry

The president also addressed corruption in the driver’s license system and concluded his speech by declaring that the authorities «will not allow chaos and coups.»

«The state is now strong. The people know who to support. From now on, you will only see coups in your dreams,» Japarov said.
