New rules set to change how Kazakh citizens handle their bank accounts

Kazakhstan’s National Bank is introducing amendments to the rules governing the opening and maintenance of bank accounts, as well as noncash payments and transfers. The changes will allow self-employed individuals to open special accounts.

The proposed updates include:

  • Allowing direct payments from escrow accounts to contractors for grant funding tied to research projects.
  • Authorizing special bank accounts for self-employed individuals under the new Tax Code to conduct transactions within a designated tax regime.

According to the National Bank, the first measure is intended to strengthen oversight of how grants for the commercialization of scientific and technical research are used.

A new Tax Code is set to take effect in 2026. It introduces three special tax regimes: one for the self-employed, one for simplified declarations, and one for peasant and farm households.

Kursiv.media previously reported that Kazakh citizens using the simplified tax system for the self-employed will be required to use the e-Salyq mobile app and issue receipts through it.
