Kazakhstan’s Ministry of Energy confirmed that the third single-point mooring (SPM-3) at the Caspian Pipeline Consortium’s (CPC) Marine Terminal has been successfully put into service.

Repair works

The repair works on SPM-3 have been completed. All restoration and technical measures, as well as testing, have been carried out. The system is ready for safe operations.

«The commissioning of SPM-3 allows oil deliveries to be carried out simultaneously from two single-point mooring locations,» the ministry’s press service emphasized.

The development increases the terminal’s reliability, expands planning opportunities, and ensures exports of Kazakh oil in line with approved schedules.

CPC

The ministry highlighted that the terminal facilities operate strictly in accordance with industrial and environmental safety requirements.

Previously, on Nov. 29, 2025, at 6 a.m. Astana time, Ukrainian naval drones attacked CPC marine infrastructure facilities in the area of the Russian port of Novorossiysk, which disabled one of the SPMs.

CPC plays a significant role in Kazakhstan’s oil exports, accounting for more than 80% of the country’s total volume. Experts believe that another attack would reduce oil shipments along this route and result in financial losses.
