The government of Kazakhstan plans to reform its migration policy to make it more open and better aligned with economic development, Deputy Prime Minister and Minister of Culture and Information Aida Balayeva announced.

Streamlining processes through digitalization

Balayeva said residency status and permits should be processed through a single system, eliminating the need to apply to multiple agencies. Authorities also plan to shorten application review times and simplify regulations through the use of digital tools.

Introduction of the Altyn Visa program

As part of the reform, the government is introducing the Altyn Visa program, aimed at attracting investors and highly qualified professionals.

«A foreign investor implementing a project in the manufacturing or infrastructure sector will receive stable conditions for their stay and operations,» Balayeva said. «A specialist in engineering, IT, or medicine will receive simplified access to legalization and employment.»

The primary goal of the reform is to create a transparent and predictable system for foreign specialists and investors who are in demand in the economy. The initiative is designed to ensure conditions for streamlined entry, professional development, and effective integration into the country.
