
Last week, lawmakers at a joint session of Kazakhstan’s parliamentary chambers approved in the first reading a draft law «On the Status of the Capital of the Republic of Kazakhstan.»

The law calls for the introduction of a unified design code for Astana, to be overseen by a new government agency responsible for maintaining the city’s architectural and visual standards.
New rules for buildings, advertising and public spaces
Under the proposed legislation, the design code would apply to buildings, streets and roads, advertising, and exterior design elements throughout the capital.

Construction, reconstruction and urban improvement projects would be carried out under special regulations aimed at creating a more consistent urban appearance.
To coordinate issues related to Astana’s visual identity, authorities also plan to establish an Architectural and Urban Planning Council. The body would oversee projects related to architecture, urban planning, artistic design and development in the capital’s suburban areas.
Public associations, professional groups and independent experts could also participate in the council’s work.

According to the bill’s developers, the proposed measures would help reshape Astana in line with modern urban planning and architectural standards.
