Over 1,000 Kazakhstanis fined for covering faces in public

More than 1,600 people in Kazakhstan have been fined since the beginning of the year for wearing clothing that conceals their faces, according to the Ministry of Internal Affairs.

The ministry said the restriction is intended to enhance public safety and facilitate identification. The provision is formally codified in Kazakhstan’s law on crime prevention.

The law took effect in June 2025 and includes several exceptions. The restrictions do not apply when a person’s face is covered for legitimate reasons, including:

  • Protection from adverse weather conditions.
  • Medical reasons.
  • Performance of official duties.
  • Participation in cultural events.

Under Article 434-3 of Kazakhstan’s Code of Administrative Offenses, first-time violators receive a warning. A repeat violation within one year is punishable by a fine of approximately $90.
