US labels Kazakhstani citizen a ‘terrorist,’ moves to deport him

The high-profile case of Kazakhstani citizen Yelaman Baltagerei, who was detained by U.S. Immigration and Customs Enforcement (ICE) in June and described as a «terrorist,» has sparked widespread discussion on social media in Kazakhstan.

However, Kazakhstan’s Ministry of Foreign Affairs says it has no information confirming Baltagerei’s alleged involvement in terrorist activities. Moreover, U.S. authorities have already initiated the standard deportation process to return him to Kazakhstan, as they would for any other foreign national.

The ministry made the statement in response to an official inquiry from Kursiv.media.

No confirmation of U.S. allegations

When U.S. law enforcement agencies announced the detention of a «suspected terrorist» from Kazakhstan last month, the news caused widespread concern in Kazakhstan’s media and on social media. However, the Foreign Ministry’s official response has helped clarify the situation.

«The Ministry of Foreign Affairs of the Republic of Kazakhstan has not received any official information confirming Yelaman Baltagerei’s involvement in terrorist activities,» the ministry said in response to Kursiv.media’s inquiry.

The ministry added that it has not received any official requests or indictments from U.S. authorities regarding Baltagerei, apart from a standard request for travel documents.

Detained in California, awaiting deportation

According to Kazakhstani officials, Baltagerei is currently being held at the Adelanto ICE Processing Center, a detention facility in California. This is the first time the agency has publicly confirmed his location. The Consulate General of Kazakhstan in San Francisco remains in contact with the detention center.

What is his legal status?

Baltagerei is subject to deportation from the U.S. under routine immigration procedures commonly applied in cases such as visa violations. The date and route of his return to Kazakhstan have not yet been determined.

Kazakhstan has issued travel documents

Following an official request from the U.S. Department of Homeland Security dated June 16, 2026, the Consulate General of Kazakhstan issued a certificate of return to Kazakhstan for Baltagerei.

No request for consular assistance

Although Baltagerei’s situation is serious, he has not requested assistance from Kazakhstani diplomats. Kazakhstani authorities also stated that they have no records of any criminal investigations or criminal cases involving Baltagerei in Kazakhstan.
