Kazakhstan’s Ministry of Tourism and Sports has approved uniform requirements for tour guides. Under the new rules, foreigners will no longer be permitted to lead tours in Kazakhstan.

To work as a guide or tourism instructor, individuals must be Kazakhstani citizens and submit a notification to the relevant authorities through eLicense.kz. Tourism professionals will be able to choose their preferred form of employment and, in the future, may also register as self-employed.
The agency has also developed a state electronic registry of guides. The registry is available on the ministry’s website and the website of Kazakh Tourism national company.
Under the new regulations, guides must inform tourists in advance about travel arrangements and potential risks, provide accurate information about routes and attractions, and promptly notify authorized agencies and tourists’ relatives in the event of an emergency.
If a route poses a risk to tourists’ life or health, the guide must obtain a written acknowledgment from the tourist confirming that they are aware of the potential risks.
