Production at Kazakhstan’s three major oil and gas fields — Tengiz, Kashagan and Karachaganak — fell short of targets in the first nine months of 2026, Vice Energy Minister Yerlan Akbarov said at a recent government meeting.
Kazakhstan produced 69.4 million tons of oil during the January-September period, equal to 91.7% of the volume recorded in the same period a year earlier.
Tengiz produced 26.7 million tons, or 88% of its output in the first nine months of 2025. Kashagan produced 12.8 million tons, or 94% of the year-earlier figure, while Karachaganak produced 7.5 million tons, or 82%.

Measures to recover lost output
Akbarov said scheduled maintenance at the Kashagan and Tengiz fields had been rescheduled to help recover lost production. Negotiations are also underway with major subsoil users on measures to increase output.
«We have managed to reduce the country’s overall production shortfall from 5.9 million tons to 1.9 million tons. The forecast for oil production in 2026 is 96 million tons,» Akbarov said.
Kazakhstan has lowered its 2026 oil and gas condensate production target to 96 million tons from the previously planned 98 million tons. The country had aimed to raise annual production to 100 million tons by 2028.

The reduction is partly attributed to Ukrainian drone attacks on infrastructure operated by the Caspian Pipeline Consortium (CPC), which transports about 80% of Kazakhstan’s oil exports.
Kazakhstan’s OPEC+ quota
Kazakhstan’s oil production quota under the OPEC+ agreement will remain at 1.628 million barrels per day in November 2026, unchanged from the September and October levels, according to the organization’s website.
Citing estimates from OPEC’s secondary sources, Reuters reported that Kazakhstan produced 1.807 million barrels of oil per day in August, exceeding its quota of 1.618 million barrels per day.
In September, Kazakhstan’s oil production excluding gas condensate reached approximately 1.88 million barrels per day.
