Tajikistan asks Kazakhstan to build mills and boost grain supplies

Tajikistan is interested in importing Kazakh grain, flour and sunflower oil, said Nurmahmad Akhmadzoda, director of the Agency for State Material Reserves of Tajikistan. The Ministry of Agriculture quoted him following a meeting with the leadership of Kazakhstan’s Food Contract Corporation (FCC), a state-owned company that regulates the grain market.

Proposal for local infrastructure investment

Akhmadzoda also suggested that Kazakhstan consider building milling facilities and grain elevators in Tajikistan. He invited representatives of the FCC to visit Dushanbe to review existing grain storage infrastructure and explore potential participation in new elevator and processing facility projects.

Import needs and trade outlook

This season, Tajikistan plans to import up to 1.3 million tons of grain products. In 2025, Kazakh wheat exports to Tajikistan reached a five-year high of 1.2 million tons.

Kazakhstan has traditionally been the primary supplier of wheat and flour to Tajikistan, where domestic production covers only about 40% of total demand.

Regional trade context and production trends

Tajikistan remains one of the largest importers of Kazakh grain, along with Uzbekistan and Afghanistan.

According to the Kazakh Grain Union’s forecast, Kazakh grain exports in the current marketing year (September 2025 to August 2026) are projected to total 13 million tons. Kazakhstan increased its grain harvest by 2% in 2025 to 27 million tons, with an average yield of 17 centners per hectare. In 2024, farmers harvested 26.5 million tons, with an average yield of 16 centners per hectare.
