China-backed $100 million copper plant under construction in Kazakhstan

Construction of a large-scale copper plant with Chinese investment has begun in Aktobe.

The groundbreaking ceremony for the Eurasian Integrated Green Copper Plant, which will produce copper rod and cable products, took place in the Aktobe Special Economic Zone.

The project is being carried out with the support of the Aktobe region administration and Kazakh Invest. The investors are China’s Beijing Jinyi Yuanfang Holding Group and Kazakhstani Phoenix Industrial Group.

Representatives of government agencies, businesses, international organizations and Chinese industrial companies attended the event, including Abzal Abdikarimov, deputy governor of the Aktobe region, Kazakh Invest Chairman Sultangali Kinzhakulov and Guo Yu, China’s Consul General in Aktobe.

The new plant is expected to become one of the region’s largest copper deep-processing projects. The anticipated annual output is up to 25,000 tons of refined copper.

Copper scrap collected across various regions of Kazakhstan is expected to serve as the primary raw material. Authorities expect the project to turn Aktobe into one of the country’s major centers of the copper industry.

Kinzhakulov said that total Chinese investment in Kazakhstan has already reached $25 billion, with around 250 projects at different stages of implementation.

According to him, Kazakhstan accounts for about 60% of all Chinese investment in Central Asia. The total investment in the copper plant construction is estimated at around $100 million. The launch of the facility is planned for 2027. In addition, the project is expected to create 250 permanent jobs.

The products are expected to be supplied to Kazakhstan’s domestic market and exported to the Eurasian Economic Union and European Union countries.
