Kazakhstan is shifting its approach to mental health care, placing greater emphasis on prevention and the early diagnosis of serious mental disorders. Health Minister Akmaral Alnazarova outlined the initiative during a cabinet meeting.

She said the measures are part of a comprehensive mental health plan covering the next four years.

«Under the plan, the work of mental health specialists will be integrated into outpatient clinics, early diagnosis practice will be developed, patient care will be digitized, human resources strengthened and infrastructure upgraded,» Alnazarova said.

The minister also emphasized that special attention will be paid to children and teenagers.

The cabinet also discussed scientific research, specialist training, professional development for teachers and psychologists, and expanding social services and infrastructure for children and adults with disabilities.

As a result, a comprehensive mental health plan for 2027 to 2030 was approved. Meanwhile, the Ministry of Health is introducing a unified digital system to track healthcare workers throughout their careers — from admission to medical college to advanced training, employment, and career changes.
