Kazakh MPs banned from debating or questioning prime minister

Members of the Kurultai, Kazakhstan’s recently inaugurated unicameral parliament, will be prohibited from discussing the prime minister’s report or asking questions about it. The provision is outlined in draft regulations presented to parliament on Sept. 10.

Questions to the prime minister are prohibited

According to the document, the prime minister will present a report to deputies on the work of the cabinet and its major decisions. However, following the presentation, parliament will only adopt a resolution accepting the report for consideration, without allowing debate or questions.

Government responsibilities to the Kurultai

MPs will have the right to request reports from cabinet members on specific matters within their areas of responsibility. To submit a minister’s report for parliamentary discussion, an initiative supported by at least one-third of the total number of deputies will be required.

The procedure will be formalized in writing: A group of parliamentarians must sign an official appeal addressed to the chairman of the Kurultai, providing the required details. The issue will then be submitted for consideration.
