Tokayev outlines purpose behind new Kazakhstan People’s Council

Kazakh President Kassym-Jomart Tokayev addressed the inaugural session of the People’s Council of Kazakhstan (Kazakhstan Halyk Kenesi) on Sept. 24, explaining why he chose the name for the new body and outlining its primary purpose.

Tokayev said he had long planned to establish a dedicated institution that would serve as a platform for openly discussing the country’s challenges, analyzing public proposals and opinions, and developing concrete solutions.

He later personally proposed the name «People’s Council of Kazakhstan» to the Constitutional Reform Commission, saying it reflects the nationwide character of the new institution.

«Under the Constitution, the people are the sole source of state power and the bearer of sovereignty. Therefore, the inclusion of the word ‘Halyk’ [People] in the name of this unique body, which represents the interests of society, is entirely logical, well-founded and appropriate,» Tokayev said.

The president added that «People’s Council of Kazakhstan» is the single official name enshrined in the Constitution, underscoring the new body’s high status and significant responsibility.

New council builds on previous institutions

Tokayev also noted that key tasks of national importance had previously been handled by the Assembly of the People of Kazakhstan, the National Council of Public Trust under the president and the National Kurultai. However, he said those institutions had fulfilled the historic missions entrusted to them.

The president said the primary goal of establishing the People’s Council is to consolidate society around shared objectives while further advancing public dialogue.
