Binance, the world’s largest cryptocurrency exchange, is back in Uzbekistan after being blocked in 2022. From now on, Uzbekistanis can deposit money into their Binance accounts and withdraw their assets through Coinpay, Binance’s licensed partner in Uzbekistan, the exchange said in a statement.

The cryptocurrency exchange has laid the groundwork for its legal operations in Uzbekistan by signing an agreement with the National Agency for Perspective Projects (NAPP) and meeting all regulatory requirements. Kazakhstan’s National Bank has decided to keep the base rate unchanged at 15.25%, as foreseen by many experts and market participants. This resolution was made during the monetary policy session on Jan. 17.

Kyrgyzstani Keremet Bank will challenge the decision to place it on the U.S. sanctions list for allegedly assisting Russia. That decision was determined by the U.S. Office for Foreign Assets Control (OFAC).

According to Ulan Sarkulov, the first deputy chair of Kazakhstan’s Anti-Corruption Agency, Kazakhstan is set to introduce criminal liability for offering and promising bribes.

The Mazhilis, the lower house of Kazakhstan’s parliament, has already adopted legislation to amend and expand the administrative code on corruption-related offences.    

While presenting the draft law, Sarkulov highlighted the Anti-Corruption Agency’s proposal to criminalize offering and promising bribes. He noted that most former Soviet states, including Azerbaijan, Armenia, Georgia, Kyrgyzstan, Latvia, Moldova and Ukraine, have already adopted similar measures.

He also highlighted that such crimes are rarely reported in foreign countries.

In December 2024, the foreign exchange assets of Kazakhstan’s National Fund fell by $2.08 billion, marking a 3.41% decline month-on-month (MoM). The assets totaled $58.81 billion, the lowest level since November 2023, according to the National Bank.

By the end of 2024, foreign currency assets of the National Fund had decreased by 2.02% or $1.21 billion. In contrast, November exhibited a positive trend compared to the beginning of the year, reflecting a 1.43% increase, equivalent to $861 million.

Kazakhstan’s Agency for Regulation and Development of the Financial Market (ARDFM) has set a one-year expiration limit on bank cards issued to foreigners. The corresponding amendments have been incorporated into the current legislation.

During a press briefing, journalists asked Shakkaliyev why Da Group 2022, a small enterprise specializing in the wholesale trade of electronic and telecommunications equipment, remained active in Kazakhstan. As part of a new sanctions package against Russia imposed on Jan. 10, the U.S. Department of the Treasury granted exemptions for oilfield services related to the Caspian Pipeline Consortium (CPC), which transports approximately 80% of Kazakhstan’s oil, according to the Interfax news agency.
